WENTWORTH POINT

Construction of an iconic headland park, incorporating civil and utility works, landscaping with high quality finishes, shared path, construction of a sea wall and enabling works for future maritime facilities.

INTRODUCTION

Landcom and TfNSW is set to transform Wentworth Point Peninsula Park, a 6.8-hectare brownfield site into a stunning public park, bringing new life to the heart of Wentworth Point. Nestled along the Parramatta River and surrounded by key landmarks like the Sydney Olympic Park ferry wharf, Wentworth Point Public School, and Burroway Road, this exciting redevelopment will turn a former industrial site into a vibrant green oasis.

The transformation will involve excavation, remediation, civil earthworks, and extensive landscaping, creating a dynamic space that enhances visual appeal, recreation, and environmental sustainability. As a key feature of the growing Wentworth Point community, home to 10,000 residents and set to double by 203P. Peninsula Park will serve as a vital hub for leisure, connection, and urban greenery.

THE CHALLENGE

A key challenge was the need to complete significant site remediation before the opening of the newly constructed Wentworth Point High School in 2025. Given the school's close proximity to the project boundary, extensive stakeholder communication was essential to minimize disruptions during school hours.

Another challenge faced on the project was the delay in receiving approvals for all packages of work. Careful planning and risk mitigation workshops were done with the Contractor to minimise reqork and maximise productivity to keep the project moving forward, detailed investigations were undertaken early to ensure all design levels for future connects matched. From this process it was found that levels did not match and redesigns were required. This was important as redundant works were not completed and no delays encountered as the discrepancy was identified early and not during construction phase.

THE APPROACH

Our approach centres on the early engagement with key stakeholders, ensuring seamless coordination between consultants and regulatory bodies. For instance, one of our standout solutions involved actively engaging with the contractor when we identified outdated water utility designs early in the project lifecycle. Recognising this issue ahead of time, we engaged in discussions with the contractor, revising the scope and eliminating unnecessary work. This proactive approach not only saved costs but also resulted in significant schedule savings. This is a great example of how our extensive experience in construction allows us to identify and solve problems before they escalate, benefiting the overall project.

At Tsang Civil Consultants (TCC), we take pride in being versatile, covering all aspects of construction. For example, we were able to assure the consultant of our quality management capabilities by taking responsibility for all quality inspections, even though our core responsibility was originally only superintendency. This shift reflects the adaptability and expertise our team brings to the table.

Another key aspect of our work involved the sea revetment wall. We recognised the potential challenges posed by tidal variations and worked closely with the team to ensure that construction activities were appropriately scheduled to minimise the impact of these conditions. This proactive approach helped maintain the flow of work and ensured that critical tasks were completed as required, despite the environmental constraints. Our team's extensive construction background is a key factor in our ability to contribute innovative solutions. By combining in-depth knowledge with strategic planning, we successfully balanced quality, cost, and program efficiency, which demonstrates our ability to provide real value to our clients.

RESULTS

The project is progressing efficiently, with strategic problem-solving and proactive stakeholder engagement ensuring smooth execution. By identifying potential risks early and implementing well-structured mitigation strategies, we have maintained program efficiency while minimising disruptions.

Co-ordination with the school and designers has been a key factor in reducing the impact of construction activities, with non-noisy work scheduled during peak hours and exam periods to minimise disruption. We have successfully limited vibration exceedances, keeping them within permissible levels to ensure the well-being of the surrounding community. Additionally, the project is integrating seamlessly with future maritime and transport facilities, reinforcing its long-term value.

Environmental responsibility remains a top priority, with dedicated management plans in place to preserve local biodiversity, including sensitive saltmarsh habitats. Our commitment to effective stakeholder engagement has helped maintain positive community relations, reducing complaints and ensuring smooth collaboration between all involved parties.
